Gambling Laws

North Dakota gambling laws are a little complex. Casinos are only legal if operated on Native American reservations. In addition to this, each casino game has its own max bet and player return laws attached to them. For example, the maximum craps bet available in the state in US$60 or no slot game is allowed to have a payout percentage lower than 80%.

Aside from casinos, lottery laws only allow for interstate games, such as Powerball and Mega Millions. Charity gambling blackjack events may not set a maximum betting limit higher than US$25 whereas the minimum may not be higher than US$3. It is important to note that all the proceeds of charity gambling events need to make their way to charity.

Evolution of ND Casinos

Unlike many other states, the history of gambling in North Dakota is quite short. The first form of gambling to be legalized was charity gambling in 1977. Non-profit companies were allowed to hold bingo games and raffles with all proceeds going to charity. Blackjack was later added to the list of games allowed to be hosted at charity events.

In 1987, horse racing was legalized. Currently, only Chippewa Downs hosts live horse races. In 1992, casinos were legalized provided that they operated on Native American reservations. Currently, there are about 10 casinos available in the state.

A decade later, in 2002, the state lottery was approved. The only games available are those operating in multiple states.
